Violations Reported to the FMCSA Clearinghouse Top 21,000 as of May 2020

The Federal Motor Carrier Safety Administration (FMCSA) recently released a detailed summary of data related to the FMCSA Clearinghouse. The stats covered total violations broken down by type of drug, alcohol, and refusals. It also showed the number of drivers in the return to duty or prohibited categories as well as a number of queries conducted to the database.

One trend that really stands out in that the report shows that 10,388 drivers had drug tests that tested positive for marijuana; this is almost half of the 21,156 total positive test results submitted to the clearinghouse as of May 31, 2020. The next two drugs with the highest positivity rate are cocaine at 3,192 and Methamphetamine at 2,184. There were also a large number of refusals to test at 2,955 and actual knowledge violations at 739 where the employer had documented actual knowledge of a violation. According to the FMCSA, positive drug tests account for 80% of the total violations reported.

User Registrations

Registration for the FMCSA Drug and Alcohol Clearinghouse (Clearinghouse) began for all user roles on September 28, 2019. User roles include drivers, employers, consortia/third-party administrators (C/TPAs), medical review officers (MROs), and substance abuse professionals (SAPs). In many cases, more than one user account is associated with a single organization.

  • Driver Accounts: 889,268
  • Employer Accounts: 125,510
  • C/TPA Accounts: 10,239
  • MRO Accounts: 2,477
  • SAP Accounts: 2,207

Total Accounts: 1,006,158

  • Owner Operators: 35,532
  • C/TPAs: 7,246
  • SAPs: 2,139
  • MROs: 1,440

Queries

There were a total of 905,307 queries to the database during this timeframe. The number of total queries breaks down as follows: full queries 20,903, full (pre-employment) 528,191, and limited 356,213.
