These services are for DOT and Non-DOT programs. The variety of drug and alcohol testing services are provided by what we call Service Agents (SA). Many times, the C\/TPA provides some of these services directly as the service agent and often some or all these services are outsourced to other service agents.<\/p>\n<p>Service agents include the specimen collectors, collection sites, breath alcohol technicians (BAT), screening test technicians (STT), SAMHSA certified laboratories, Medical Review Officer (MRO) and Substance Abuse Professional (SAP). Each of these service agents offers services to help employers comply with the DOT drug and alcohol testing regulations. Mobile on-site collectors are also available. Specimen collections are performed at patient service centers (PSC's) operated by Labcorp and Quest Diagnostics in addition to many privately owned third party collection sites. For DOT testing this is absolutely required. The technicians usually work at a brick and mortar clinic or collection site. These folks also operate on a mobile basis traveling to and from client locations. Having a policy and a comprehensive<a href=\"https:\/\/www.nationaldrugscreening.com\/employer-programs\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">drug free workplace program<\/a>will serve to limit exposure to liability for an employer\u2019s drug testing program. Each company has unique circumstances for their drug free workplace programs. A TPA or C\/TPA might coordinate for an employer the entire process of the specimen collection: breath alcohol testing, laboratory testing, and review and reporting by the Medical Review Officer (MRO), thereby providing all of these services under a one stop shop. A TPA will typically provide everything to the employer client to keep the client in compliance with the applicable regulations and best practice \u2013 DOT, federal, and state laws, etc.<\/p>\n\n<p>The word \u201cConsortium\u201d was added to the term \u201cThird Party Administrator in 2001 by the United States Transportation when the drug testing rule 49 CFR Part 40 was rewritten.
